SC BENCH ASKS PRESIDENT REASON FOR ORDINANCE PROMULGATION DELAY Kathmandu, 21 Nov.: A single bench of the supreme court (SC) Wednesday issued a show cause notice against President Ram Baran Yadav to submit in writing in 15 days giving reason for not promulgating four ordinances forwarded by the government. Notices were issued to the president and his office, the prime minister’s office and Ministry of Law and Justice to furnish the clarifications Advocate Uddhav Prasad Chaulagai had filed a writ petition arguing the president could not hold any ordinance recommended by government. Cabinet on August 27 recommended promulgation of ordinance for the establishment of Disappearance, Truth and Reconciliation, Education Service (Eight amendments) Ordinance 2012, Civil Service (third amendment) Ordinance, 2012 and Nepal Health Service (fourth amendment) Ordinance, 2012. nnnn DENGUE CASES SURGE IN JHAPA Kathmandu, 21 Nov. : Local residents in Mechinagar Municipality of Jhapa district have been panicked after the number of dengue patients were reported increasing in the district one after another, RSS reports from Bhadrapur. According to District Public health Office, Bhadrapur, as many as 20 dengue patients were found in the municipality during the last two weeks.Majority of the patients have gone through treatment in the local health center while some others were taking treatment services in BP Koirala Institute of Health and Sciences, Dharan, and Siliguri, India. Chief of the District Public Health Office, Yogendra Bhagat, said the treatment of dengue disease in primary stage was simple. It can be cured within a week when regular dose of para-cetamol and Jeevan Jal area taken, he added. Meanwhile, Mechinagar Municipality has started sprinkling Malathion in the affected area, said Bhagat Nnnn MENACHING ELEPHANT UNDER WATCH Kathmandu, 21 Nov.: A technical team has installed a radio collar on the body of an elephant 'Dhruba' which had been roaming by damaging lives and property in the buffer zone after entering in the settlement from the Chitwan National Park, RSS reports fro Chitwan. The team was successful in doing so after some days' efforts at 11:00 am today, said Chief Conservation Officer of the Park, Jhamak Bahadur Karki. It was done by making it unconscious and by cutting its tusks, and was left in the park at 11:00 am, said Karki. Now the activity of the elephant can be seen through computer daily. The task begun at 2:00 am ended at 11:00 am, the park said. A team led by veterinary doctor Kamal Gaire had installed it. This elephant killed five including two people two years ago in Pyauli, Nepal Army personnel called 'Dhruba' one and half years ago, and two people in Madi a month ago. It was taken under control as it had been killing people continually, said CDO Himnath Dawadi. nnnn
