HOLDIERS OF ILLEGAL CITIZENSHIP CERTIFICATES GO UNPUNIHED Kathmandu, 24 March: - Madhav Phuyal of Piparasimara VDC-6 in the district acquired a citizenship certificate illegally 20 years ago. Phuyal, however, is yet to face action though local authorities annulled his citizenship certificate three years ago, Laxmi Sah writes in The Kathmandu Post from Bara. Like Phuyal, three members of a family in Itiyahi VDC-5, who acquired citizenship certificates illegally few years ago, have also not been booked so far. Their citizen certificates were also annulled by the authorities concerned. These incidents are just few cases in point. Local authorities in the district have not taken action against around a dozen people who acquired citizenship certificates illegally. The District Administration Office (DAO) is supposed to submit related documents, including annulled citizenship certificates, to police in order to initiate action against the guilty. However, local authorities have not bothered to do so. A police official said the DAO is reluctant to take action against the guilty, fearing that its staffs could also be found guilty. “We will initiate legal action against the guilty if we are ordered to do so,” he said. Om Khadka, an official at the DAO, said the Home Ministry annulled citizenship certificates of 10 people in the district in the past three years. He said 20 citizenship certificates are in the process of being annulled while investigation into over 50 such cases is still going on. Meanwhile, Chief District Officer Krishnahari Pushkar said preparations are under way to submit necessary documents, including citizenship certificates annulled by the ministry, to police. nnnn
