UPDTE 11-POINT AGREEMENT BEING TORCHED Kathmandu, 15 March: A political 11-point agreement that installed Chief Justice Khil Raj Regmi as chief on an election interim council Thursday-- a post equivalent to prime minister—is being torched at city centers in the capital, Lalitpur and Bhakapur right now. Small parties, including CPN Maoist, are drawing up month-pong plans against the Regmi government. Four major political players singly negotiated and signed the 11-point political agreement and 24 obstacles to amend the constitution—a responsibility of parliament. The president was empowered and he took on responsibilities to amend a constitution on the suggestion of the Prime Minister Baburam Bhattarai government. The moves have been come under heavy fire while residents of Pokharathok—Regmi’c village in Palpa, expressed joy. Beijing, New Delhi, London, Washington and UN welcomed Thursday’s developments hoping developments will help hold the second constituent assembly elections and promulgate a constitution to institutionalize a declared republic. The move of the president, government and parties to , in effect, draw up a new constitution, has been described as unconstitutional.
