UPDTE 11-POINT AGREEMENT BEING TORCHED Kathmandu, 15 March: A political 11-point agreement that installed Chief Justice Khil Raj Regmi as chief on an election interim council Thursday-- a post equivalent to prime minister—is being torched at city centers in the capital, Lalitpur and Bhakapur right now. Small parties, including CPN Maoist, are drawing up month-pong plans against the Regmi government. Four major political players singly negotiated and signed the 11-point political agreement and 24 obstacles to amend the constitution—a responsibility of parliament.
