NC CENTRAL CO9MMITTEE ME CONTNUES SECOND DAY Kathmandu, 4 April: NC central committee continues for the second day Thursday. The committee will discuss political report , amendment to party statute and changes in organizational structure presented Wednesday by Vice-president Ram Chandra paudel , Secretary Krishna Prasad Shitaula and General Secretary Prakash Man Singh respectively. The reports will be submitted to a Mahasimiti meeting in Nawalparasi later this month for approval. The Mahasimiti was to have met before the first projected vote of the second constituent assembly in jUne now considered unlikely. An official announcement is still awaited. nnnn. Some persons were injured,’ nnnn UCPN MAOIST THREATEN PROTEST IF POLL DATE ANNOUNEMENT DELAYED Kathmandu, 4 April:: General secretary of UCPN-Maoist Posta Bahadur Bogati Wednesday said that his party would stage protest if the Constituent Assembly (CA) election was not held by third week of June, The Rising Nepal reports.. Speaking at a programme organized by the Reporter’s Club Nepal here, he said that his party would take to streets if the date of CA election was not immediately announced for third week of June. “The current government and the Election Commission (EC) have been formed with the purpose of holding election within the stipulated timeframe,” he said, expressing his doubt that the delay in fixing election date had raised suspicion. Bogati said that the country could plunge into deep crisis if the CA election was not held by third week of June. Stating that his party had become concerned by the delay in the announcement of election date, he said that the Interim Election Council members and the EC officials had taken oath to hold the election by third week of June. “The government and the EC should come up with rational explanation as to why the CA election could not be held by third week of June,” he said, urging the stakeholders to announce election date and to hold dialogues with the disgruntled political parties simultaneously. Speaking on the occasion, CPN-UML leader Bhim Rawal said that the political parties had forged consensus to hold election by November if any unforeseen circumstances rose to go for polls in third week of June. He said that the UCPN-Maoist’s threat to stage protests had emerged after it had stepped out of the government. “UCPN-Maoist was compelled to step down from the government as the national and international forces wanted election,” said Rawal, adding that the delay in voters’ list collection, distribution of citizenship certificate and preparation of election-related acts could potentially defer the election date. “There is not enough time to prepare for election in June under the current situation when the task of voters’ list collection has been stopped,” he said, blaming that the UCPN-Maoist itself was not keen on holding election by third week of June THE NEWSPAPER REPORTS FROM SUNSARI,: Chairman of the Rastriya Prajatantra Party, Nepal (RPP- Nepal) Kamal Thapa, has said the constitutional and political existence of the government would end if it failed to declare the date and make necessary arrangements for holding the election by the third week of June. Talking to journalists in Itahari, today, he said the current government formed by the four-party syndicate would be toppled by themselves if it failed to hold election by June and opt for lingering the process until November. Thapa has arrived in Itahari to address the party's Koshi Zonal level cadres' gathering to be held from today. He interrogated the journalists expressing mild satire that how could this government hold election when it has even failed to protect the laptop given to the election officials. Chairman Thapa claimed that the four political parties have no agendas for the election, and that they, especially, the UCPN-Maoist did not prefer to go for elections, that is why, the process of declaring election was lingered. Nnnn CODE VIOLATION WILL LEAD OF AFFILIATION CANCELLATION WARNS HSEB Kathmandu, 4 April: The Higher Secondary Education Board (HSEB) could cancel the affiliation of any higher secondary schools at any time if they violated the code of it has issued, The Rising Nepal reports.. Speaking at a programme organized to release the Code of Conduct here Wednesday, Hem Kumar Mishra, vice chairman of the board, urged all higher secondary schools to abide by the code of conduct. "Otherwise, the HSEB could cancel your affiliation," he said. The HSEB released the code of conduct six months after its approval from the Ministry of Education on 14th October last year. Bhim Lal Gurung, member secretary of the HSEB, said that all stakeholders should support to implement the code of conduct prepared and introduced in their active involvement. Umesh Shrestha, chairman of the Higher Secondary School Association Nepal, said the code of conduct would be implemented by all strictly. Shrestha added that the authorities were compelled to introduce the code conduct due to unhealthy competition among the higher secondary schools and their mushrooming numbers. The code of conduct does not allow the plus-two level students to wear tight paints and the skirts displaying their knees, use the mobile phone in school premises, ride motorcycle in school uniform, visit hotels, restaurants, film hall, park and shopping mall wearing school dress. Likewise, the students could not sit in the board examination without having ninety percent attendance and the teachers could not resort to corporal punishment. It urged schools to be conscious about the sexual abuse of the girl students. "If the schools’ owners abuse any girl student sexually, the HSEB could cancel their schools’ affiliation," read a provision of the code of conduct. The higher secondary schools are permitted to charge fee as mentioned in the education regulation. Schools within Kathmandu valley can spend up to Rs. 500,000, schools within sub metropolitan cities up to Rs. 300,000, schools within municipality up to Rs.150,000 and schools within village development committee up to Rs.50,000 for the advertisement. Suprabhat Bhandari, chairman of Guardian Association Nepal urged the authorities to regularly monitor higher secondary schools to ensure effective implementation of the code of conduct. nnnn
