Kathmandu, 27 July: The Election Commission is preparing to invite national and international election observers to monitor the upcoming Constituent Assembly elections scheduled for November 19, The Kathmadu Post writes..
EC officials said policy, directive and election code of conduct for the observers are at the final stage and they will call both the national and international poll-observing bodies within the next week. “The observing institutions will be called to be accredited for poll observation within a couple of days,” said Chief Election Commissioner Neel Kantha Uprety .
A committee formed to look after the election observers has finalised the policy, directive and code of conduct for the observing institutions. The documents, according to the commissioners, will come to an effect once the EC approves them.
In 2008 CA election s, 148 national and 30 international observers had monitored the polls. Of them, only five international and 23 national observing institutions had submitted their reports to the EC.
This time, the EC has decided not to qualify the observers that failed to submit reports in the previous elections. Similarly, the EC has set bachelor's degree and sound experience as minimum criteria for approving election observers.
