ELECTION CODE FROM MID-JULY

Kathmandu, 10 July:: The Election Commission is likely to finalise the election code of conduct in a couple of days, The Himalayan Times reports..

Election Commissioner Ayodhi Prasad Yadav said the code of conduct will come into force from the second week of July. A top EC official said stakeholders’ genuine concerns will be incorporated in the code of conduct, but the one million rupee cap on expenditure and payment by cheque for amounts exceeding Rs 25,000 will remain in the code of conduct.

The source said the code of conduct will bar use of expensive modes of poll campaign, particularly the use of helicopters, as provisioned in the code of conduct during 2008 Constituent Assembly polls.

Asked if the EC would extend the deadline for voters’ registration as some parties have sought, the EC source said doing so could delay other processes related to voters’ registration, which, in turn, could complicate poll preparations. The source said the EC might consider revising its work plan regarding the filing of candidacies.

“We are ready to make the work plan practicable and suitable as per the requirements of the stakeholders. We will take appropriate decision when the time comes,” the source added.

The EC convened an internal meeting to discuss the training programme it would conduct on voters’ education. EC Spokesperson Bir Bahadur Rai said the election body would finalise the concept paper of voters’ education in a couple of days and organise training programmes.
