were repaired and installed Thursday.
The power plant is now operating at full capacity.

DETAILS OF FLOOD LANDSLIDE DAMAGE BEING COLLECTED
Kathmandu, 12 July: A meeting of the central natural disaster relief
committee formed two teams to report on  details of damage caused
by floods and landslides.
Repairs will be conducted on the basis of the reports.
The data has to be submitted to government in one week.

FRIDAY MORNING TEMPERATURE IN CAPITAL 21 DEGREES CELSIUS
Kathmandu, 12 July: Friday morning temperature in the capital Friday was 21 degrees Celsius.
Mercury level is expected to rise to 30 degrees Celsius.

JUDGES BARRED FROM ATTENDING PROGRAMMES OF NGOs/INGOs
Kathmandu, 12 July: The Supreme Court today [Thursday] barred judges and senior officials from participating in programmes organised by NGOs/INGOs during office
Hours, The Himalayan Times reports..

An agreement was signed between the Supreme Court administration and staff unions to bar the judges and senior court officials from participating in such programmes at a time when their participation in NGOs/INGOs is under severe scrutiny. This is the first time that the apex court made such an arrangement by signing an agreement to bar the judges from participating in non-judicial acts.

Registrar Lohit Chandra Shah and five union chiefs Kedar Adhikari, Krishna Pangeni, Guna Raj Bhattarai, Shibhahari Rimal and Dolnath Adhikary signed the 57-point agreement in the presence of Acting Chief Justice Damodar Prasad Sharma today.

Clause 33 states that no judge, registrar or joint-registrar shall participate in any programme of NGOs/INGOs during office hours unless the court has official involvement in such programmes. They have also agreed to press the concerned authority to fulfil the vacant posts of judges in the Supreme Court and to promulgate an umbrella act to narrow down the gap of service condition and facilities between judges and court staff.

New cars for judges
The Supreme Court administration has bought 24 new cars for newly appointed appellate court judges. “The cars are not sufficient though,” Baburam Dahal, Deputy Registrar, SC, told The Himalayan Times. The apex court will distribute Ford Figo that costs about Rs 2,299,000 to 24 judges and the rest of the judges will get old cars. “The remaining judges will get new cars in the coming fiscal year,” Dahal added.

PLANS FOR CAAN
Kathmandu, 12 July: The Civil Aviation Authority of Nepal (CAAN) will
be a separate entity and work only as a regulatory body by 2015, Eliza Manandhar writes in The Himalayan Times..

At present, a Spanish consultancy — Ineco — along with some Nepali companies is working on a 30-month project to restructure Civil Aviation Authority of Nepal into two separate entities.

For the ‘Capacity Development of CAAN’ project, Asian Development Bank has granted CAAN a loan of $4.2 million. “The project was started in March 2012, and after the project is completed and the report submitted, the aviation authority of Nepal will be a separate entity,” said deputy director general of Civil Aviation Authority of Nepal Suman Shrestha.

The project is working on ways to restructure CAAN and develop two separate entities, whereby one will work as a regulatory body and the other as a service provider.

“It will study aspects such as organisational structure, corporate planning, financial analysis, and airport planning, among others,” said Shrestha.

With the International Civil Aviation Organisation (ICAO)’s direction to enhance the regulatory duties of CAAN, the authority had awarded the project to Ineco. ICAO had also suggested CAAN to focus on regulatory work and delegate the responsibility of service delivery to a separate agency.

The project will form a modality to separate the current responsibilities of CAAN and introduce a new agency, which will manage duties related to airport operation and air traffic services. At present, CAAN handles both the responsibilities of a regulatory body and service delivery authority.

According to Ineco, one of the tasks to be addressed will be the revision of the country’s aviation sector to confirm to international rules and create a state authority responsible for national airports and navigation system.

It will also develop a plan for a new airport, covering all aspects of air transport, the development of airport infrastructure, the Civil Aviation Administration and air traffic until 2030.

To achieve it, Ineco will also design and implement a transition plan that defines all actions necessary to restructure CAAN into two separate entities. Ineco will define the technology needs of the new CAAN and establish a training plan for civil aviation personnel.
