Has details on govt. formation

By Bhola B Rana

Kathmandu, 14 Aug: Maoist Chairman Prachanda and Sher Bahadur Deuba, were the only candidates to file nominations Thursday for Friday’s election by the CA of a prime minister.
The election of Prachanda as he has the majority support of the CPN (Maoist), CPN-UML and MJF in the 601-member assembly.
After filing his nomination, Prachanda claimed the alliance has a two-third majority and asked Nepali Congress to ‘understand’ and join a Maoist-led government.
Only massive cross-voting in the new three-party alliance can ensure former prime minister Deuba’s victory Friday.
A previous alliance of Congress, CPN-UML and Forum ensured the election of Congress candidate Dr Ram Baran Yadav as president.
CPN-UML and Forum abandoned Congress in a new alliance to elect a prime minister.
Deuba charged Maoists were trying to isolate Congress which now will to ‘protest the fundamentals of democracs’.
The new alliance signed a seven-point accord to run the Nepal Army on consensus, draft a common minimum programme and try include other parties .in government, including Congress.
Maoists will head nine ministries, including defence, according to an understanding between the three parties details of which are being out Friday.
Maoists will now control Nepal Army without defeating it on the battlefield.
CPN-UML is expected to gain control of the vital ministries of home and finance.
Forum will get the water resources ministry is a power-sharing agreement that has still to be formalized.
Girija Prasad Koirala will exit the government unceremoniously Friday.
His attempts to form a broad ‘democratic’ front against Maoists failed as he wanted the coalition with Maoists to continue for another 10 years as well even after defeat in elections.
His hopes of becoming president and continuing as prime minister have been shattered.
Although certain of defeat, Deuba still filed nominations probably to stake claim as the Congress leader to succeed ailing Koirala.
