Long, difficult process for Maoist integration

Kathmandu, 10 Sept: After a special committee on integration and resettlement headed by Prime Minister Madhav Kumar Nepal proposed to bring 19,000 Maoist combatants under its fold, Maoists called for political understanding before that happens.
Military leader Nanda Kishore Pun Pasang Thursday demanded such a political understanding between political parties.
Earlier a meeting of brigade commanders said integration can be enforced only after four issues are clarified; regulations for two armies, mechanism for monitoring two armies, chain of command and pay of PLA members.
“A structure is being to developed bring them [PLA}under the special committee” Nepal said one day earlier along with a code of conduct for rebel forces.
Maoists will have to’ decided whether to enter politics or go for integration or resettlement”, he said.
“Those opting for integration or resettlement should quit politics,” he said.
The process will be long, complicated and difficult.
Maoists are demanding mass integration in Nepal Army opposed by other major parties.

Constitution to by promulgated 28 May 2010

Kathmandu, 10 Sept: A constitution to replace the interim basic law will be promulgated 28 May 2010 after signature by 610 lawmakers who act as members of the constituent assembly as well.
It’s not for the first time that the constitution is being drafted by people although they were previously promulgated by kings.
Chairman Subash Nemwang will give his seal of approval.
The interim constitution was promulgated by the present political players after shredding the 1990 constitution which they themselves drafted and described as the world’s best.
Prime Minister Madhav Kumar Nepal was one of the drafters of the 1990 constitution.
For the first time a constitution is being drafted by elected members of the assembly; the last constitution was drafted by leaders of political parties and two members appointed by King Birendra who then promulgated it.
Nepal, on an average, has been changing constitutions once every 12 to 15 years.
A revised schedule to launch and prepare the constitution was approved by the assembly Wednesday after being presented by the business committee.
Senators of the upper chamber of French parliament presented a copy of the French constitution translated into Nepali to Nemwang Thursday.
Concept papers will be prepared and discussed until 15 November and a preliminary draft will be completed by 15 December for week-long discussion.
Public opinion will then be collected on the draft, feedback discussed for discuss in the assembly from 28 February to 8 March 2010.
The schedule for preparing was rescheduled after all 11 subject committees failed to submit concepts for a draft by Wednesday amid deep and fundamentals between parties on what’s to be incorporated in the country’s basic law.
Maoists are pushing a communist state.
Political transition after toppling 238-year-old monarchy has lasted for more than three years.
Fears have been expressed the constitution won’t be ready by the deadline creating another round of political crisis.
