Kathmandu, 21 July: A meeting of office bearers of the UCPN (Maoist) Wednesday decided all issues in the party, including the selection of the team in government, will be decided by the central committee which meets again Thursday
amid deep differences personal, ideological and other differences. .
Three Vice-chairmen Mohan Baidya, Dr. Bahuram Bhattarai and Narayan Kazi Shrestha along with General Secretary Ram Bahadur Thapa met jointly on Lalitpur Wednesday.and pushed a One Person, One Person formula in the party.
Their supporters assembled for the meeting which also discussed a general convention.
For the first time, three vice-chairmen and the general secretary, who was close to the party boss, have huddled together.
Chairman Prachanda has been facing pressures to share responsibilities.
Central committee meetings have been regularly postponed citing need for additional homework.
Maoist Secretary CP Gajurel said all issues in theparty will be discussed.

Kathmandu, 21 July: Top Maoist and main opposition NC leadership held discussions Wednesday to discuss completing the peace process and drafting a constitution by 31 August.
The leaders agreed to pursue ‘frequent discussions’ for ‘productive consensus’ as Chairman of main constitution drafting committee Nilambar Acharya said categorically Wednesday a basic law won’t be proclaimed within the three month deadline after 28 May.
Virtually no progress has been recorded by Maoists, UML and main opposition NC in implementing tripartite five-point agreement for peace and constitution drafting,
NC President Sushil Koirala wasn’t present at the meeting attended by Vice-President Ram Chandra Paudel and senior leader Sher Bahadur Deuba.
The leaders forming a national government as well as perceived in a five-point agreement.

TRAFFIC MOVEMENT ACROSS SARADA BARRAGE STOPPED

Kathmandu, 21 July: Movement of traffic across Sarada barrage has been stopped following the increase in water flow in Mahakali river Wednesday.
The water flow was recorded at 140, 000 cusecs per second following incessant rain the catchments and the river has started eroding banks spreading fear.

CAPITAL RECORDS HIGHEST RAINFALL OF THE YEAR





Kathmandu, 21 July: The Meteorological Forecasting Division of the government recorded the highest rainfall in the capital for this year during the last 24 hours, The Rising Nepal reports.
According to the record, Kathmandu received 69.4 milliliter rainfall between Tuesday and Wednesday, the Division said.
The central and western development regions, as predicted, received heavy rainfall on Wednesday as the pressure of minimum rain flow was moving to west from the east, said Indra Bikram Singh.
Pokhara saw the highest rainfall at 180.2 ml followed by Nepalgunj at 151.6 ml.
Similarly, Dhangadi saw 131.8 ml rainfall and Bhairahawa 120.6 ml.
In the eastern development region, Okhaldhunga received the highest volume of rainfall at 83.8 ml. Jiri recorded 82.2 ml of rainfall and Simara 83.8 ml.
Dadeldhura, Biratnagar, Dharan and Jumla received drizzles with Biratnagar recording the highest at 9.9 ml. There was rainfall in Dipayal.
Meanwhile, following the incessant rainfall, the water level in different rivers in the capital has increased. Police asked the landless squatters living on the banks of Bagmati, and Bishnumati to move to safer places.
The heavy and incessant rainfall inundated the several parts of Bhaktapur.
The flood at the Manahara River inundated the settlements of landless squatters located at Lokanthali.
A local informed that a total of 80 houses have been inundated by the floods. The squatters were forced to pass sleepless night when the water started to enter inside their houses.
Some of the people have been taken to safer areas whereas most of them preferred to stay inside their settlement.
As the rainfall continued in the morning, the people were unable to come out from their settlement.
Likewise, the incessant rainfall for the past few days has inundated several parts of the nation.
Incessant rainfall has inundated local roads, district police offices, district development committees and offices across the nation.
Bind Paswan, employee of District Development Committee of Siraha, said that water entered inside the inner parts of the office. The incessant rainfall can damage some significant documents of the office, he told.
A local said that that Armed Police Base Camp located inside the premises of the office has also been waterlogged.

KOSI RIVER RISING TO DANGER LEVEL

Sunsari, July 20 - The water level at the Koshi river rose towards the danger mark at the barrage area while eroding embankments at different places following torrential monsoon rains in the eastern hills.
Officials of Koshi Barrage Police Station said the water flow at the barrage was measured at 185,490 cusecs per second at 2 P.M on Wednesday, while the flow of water increased and measured at 192,000 cusecs per second at 3 P.M. They said that this is the highest level of flow recorded for this year.
According to the Control Unit situated at the Koshi Barrage, alerts have been sounded with the flying of red flags because the water level is declared to have hit the danger mark when the flow measures 100 thousand cusecs per second.
Police Inspector Devi Prasad Baral said that only one way vehicle flow has been allowed at the barrage.
The swollen Koshi, which is dreaded for its bank breaching rage, is causing erosion at different areas. The spurs built on the eastern bank of the river are the hardest hit.
Technicians and locals said that though it was claimed during the construction of the barrage that it could supply 900,000 cusecs of water, sedimentation in the northern part of the river reduced its capacity and now as the flow of water reached 100 thousand cusecs, the structures looked shaking.
Despite the fact that a machine was installed to clear the sand collected in Koshi river last year, it failed to work properly and the sand could also cause a risk in the future, said technician A.S Paswan.
The increasing flow of water in the embankment has created threats among the locals of the area. They have been demanding opening of all gates of the barrage if needed.
The locals claimed that the height of the embankment is low at a stretch of one kilometer east-south from the embankment which collapsed on the 2nd of Bhadra, 2065 B.S and the embankment that was situated 15 kilometers north of it is at the risk of collapsing.
If the flow of water reaches above 350 thousand cusecs following incessant rainfall and collection of soil in the river, water would start to breach the dam situated at a kilometer away from south-west Kusaha-4, said Mohan Bhattarai, Engineer of Water Induced Disaster Control Office, Biratnagar.
He said if the height of eastern embankment was not increased in time, the high flow of water could cause a breach of embankment and collapse the dam.
