UML 10-POINT PROPOSAL FOR CONSENSUS GOVT.
UML STANDING COMMITTEE MEETS THURSDAY; PARTY FLOATS 10-PROPOSAL FOR UNITY GOVT.
Kathmandu, 18 Aug.: UML standing committee met Thursday and dispersed for another meeting Saturday.
The UML has proposal stresses on the need of making maximum efforts to form the national government with the participation of the three major parties and for forging consensus among the parties to conclude the remaining tasks of the peace process and constitution drafting process in time, RSS reports RSS reports.
Kathmandu, 18 Aug.: The CPN-UML Parliamentary Department has come up with a ten-point proposal for formation of a government of national consensus, RSS reports .
The proposal was made public by the meeting of the Department on Thursday. Department President Shanker Pokharel chaired the meeting.
The proposal stresses on the need of making maximum efforts to form the national government with the participation of the three major parties and for forging consensus among the parties to conclude the remaining tasks of the peace process and constitution drafting process in time.
Similarly, the proposal has underlined the need of making efforts by the parties to forge consensus for taking the leadership of a new government on the basis of rotational system.
"Different parties should be given an opportunity to lead the government before and after the promulgation of the new constitution", the proposal further mentioned.
Similarly, the CPN-UML would focus its attention on activating the Constitutional Committee, would not claim the leadership of the new government and make initiative to pass the budget for the current fiscal year in the Parliament, adds the proposal.
Likewise, the proposal has sought an agreement on the procedures for running the government and sharing of power along with the code of conduct before the formation of the national consensus and also stressed for making the people well-informed about the progress in the constitution drafting process.
The CPN-UML has, through the proposal, said that it would play a constructive role by remaining out of the government if the formation of the national unity government was not possible and a majority government was formed.
The Department has handed over the proposal to a talks team under the convenorship of party senior leader Madhav Kuamr Nepal today [Thursday].

FOREIGN MINISTRY MAKES PUBLIC CODE OF CONDUCT
Kathmandu, 18 Aug.: The government has issued the Diplomatic Code of Conduct, 2011, RSS reports.
Deputy Prime Minister and Minister for Foreign Affairs, made public the code of conduct at the new premises of the Ministry of Foreign Affairs at Singha Durbar on Thursday.
The Code of Conduct aims at making the official meetings, contacts, negotiations and communications with foreign governments, officials, and diplomats, including international organizations and their representatives more systematic and dignified by persons holding public office in Nepal including officials drawing remuneration from the State Treasury and Heads of Nepalese diplomatic missions abroad as well as other officials working in the missions, the Ministry of Foreign Affairs stated in a press release.
The Code of Conduct provides that all communications and correspondences with foreign governments, diplomats, and international agencies must be channeled through the Ministry of Foreign Affairs in accordance with the Rules of Business Allocation of the Government of Nepal.
Similarly, the Code of Conduct states that the representation of the Ministry of Foreign Affairs must be ensured while holding official talks and meetings with diplomats and visiting foreign dignitaries and reports of such meetings must be submitted to the Ministry of Foreign Affairs as well as to the Office of the Prime Minister and Council of Ministers.
Likewise, persons holding public office including Nepalese diplomatic officials abroad must fully adhere to this Code of Conduct and take into account international diplomatic norms and practices.
It may be recalled that the Code of Conduct had been approved by the Council of Ministers on July 13, 2011 with immediate effect.
Speaking on the occasion, Deputy Prime Minister Yadav said adherence to the Code of Conduct would enhance the country’s dignity and respect and it would protect the country’s pride from being dented.
He also said arrangements have been made under which the Spokesperson of the Ministry would provide information related to the works and activities of the Ministry to the media thrice a week.
A high-level monitoring committee and a permanent monitoring committee have also been constituted for monitoring compliance to the code of conduct.
The Minister for Foreign Affairs is the coordinator of the High-level Monitoring Committee while the Secretary at the Ministry of Foreign Affairs is the Coordinator of the Permanent Monitoring Committee.
