PERSONNEL TRAINED FOR RE-GROUPING OF MAOIST FIGHTERS

Kathmandu, 10 Nov.: A three-day training of 210 personnel for re-grouping 19,602 former combatants in 28 cantonments and camps started in the capital Wednesday.
The re-grouping for integration and resettlement start from 13 November.
The training is conducted by the secretariat of a special committee for the integration, resettlement and supervision of the former combatants,
The re-grouping will be completed 9 ti 10 days after deployment of personnel to the camps.

FURTHER DETAILS OF PRACHANDA, UN CHIEF MEET IN NEW YORK

Kathmandu, 10 Nov.: UN Secretary-General Ban Ki-moon has accepted an invitation of Maoist Chairman Prachanda Wednesday to visit Nepal in March 2012 to attend an international meeting on development of Lumbini.
“Mr Prachanda [Dahal] informed the secretary-general about the plan of the High Level National Steering Committee to host a multi-stakeholder international meeting in Lumbini itself early next year and subsequent meeting to follow up in New York.
“The secretary general accepted the kind invitation for the international meeting in Lumbini, Nepal early next year and agreed to play a lead role in support of Nepal´s initiative.

“In that context, he also touched upon the long history of the involvement of UN in promoting development of Lumbini from the first Asian Secretary-General of the UN, U Thant, and appreciated the keen interest and clear support of the current secretary general in the allround development of Greater Lumbini,” a statement issued by Nepal’s permanent mission in New York said.








The Rising Nepal adds: Former Prime Minister and chairman of the UCPN-Maoist Pushpa Kamal Dahal ‘Prachanda’ met with United Nations Secretary General Ban Ki-moon at the UN headquarters in New York Wednesday morning.
During the meeting, Prachanda briefed the UN Secretary General about Nepal government’s commitment to develop Lumbini as a world peace centre and a heritage city by carrying out inclusive livelihood programmes for the people living around the birthplace of Lord Buddha.
Prachanda, who is the coordinator of the Greater Lumbini Development National Directorate Committee, is in New York seeking international assistance for the development of the UNESCO World Heritage site.
The former prime minister explained to the Secretary General that the recently formed Committee reflected strong and long-term commitment of the government to the preservation and development of all aspects of Greater Lumbini with a multi-stakeholder approach through national and international support.
Prachanda urged Ban to form a broader Lumbini development international committee under his chairmanship and stated that spiritual dimension of Lumbini for world peace fitted very well with the noble ideals of peace and justice of the United Nations.
Prachanda added that as Nepal had come out of conflict, the message of

peace coming from the birthplace of Buddha would have a special meaning to the people around the world.
While explaining that Nepal will play its part in revitalizing the International Committee for the Development of Lumbini, Prachanda called for the involvement, full support and cooperation of the UN Secretary General to help galvanize the international community.
Prachanda informed the Secretary General about the plan of the High Level Committee to host a multi stakeholder international meeting in Lumbini early next year and subsequent follow up meetings in New York next year.
"Various leaders from all fields, political, spiritual, and philanthropic and the private sector will be invited to the international meeting," Prachanda said.
He extended the invitation to the Secretary General to the meeting in Nepal and to play the lead role in support of the initiative of the Government of Nepal.
The Secretary General accepted the kind invitation for the international meeting in Lumbini, Nepal, early next year and agreed to play his role in support of Nepal’s initiative.
During the meeting, former Prime Minster Prachanda thanked the Secretary-General for his keen interest and support for Nepal’s peace process and positive contribution of UNMIN.
He also briefed the Secretary General about the recent landmark steps towards concluding the peace process in Nepal with a view to move onto the next phase.
He also expressed his firm commitment to writing a new constitution at the earliest and complete the transition in Nepal with the support and cooperation of all political parties
On the occasion, Dr Minendra Rijal, NC leader who accompanied Prachanda during the meeting, presented a master plan for the development of Lumbini covering three districts, Kapilvastu, Rupandehi and Nawalparasi.

CASE OF MAOIST LAWMAKER CONVICTED FOR MURDER PERSON NOT POLITICAL
Kathmandu, 10 Nov.: While the government has claimed in its pardon plea with the President that the case of Maoist lawmaker Bal Krishna Dhungel was political, court documents have revealed that it was personal, Pranab Kharel writes in The Katmnandu Post.
Dhungel was slapped a life term for murdering Ujjan Kumar Shrestha, who dared an inter-caste marriage against the will of the bride’s brothers, who were Dhungel’s colleagues, the documents show.
Shrestha, a Newar, had an inter-caste marriage with Renuka Poudel, a Brahmin, despite objection from her family members, including her brothers Dor Bahadur and Thal Bahadur Poudel.
The court documents and testimonials show that Dhungel and Dor Bahadur Poudel murdered Shrestha in a rage over the marriage. The two plotted the murder together, because, besides the inter-caste marriage, Dhungel had long been planning to kill Shrestha for assisting the police in his arrest for a different case, a fact Dor Bahadur has confessed to the police.
Bed Bahadur Poudel, a witness to the killing, revealed that Dhungel gunned down Shrestha on June 24, 1998 at Tarkerabari VDC in Okhaldhunga. Poudel also confessed that Dhungel, Pralhad Gautam, Thal Bahadur and Bal Bahadur had dragged Shrestha’s body and thrown it into the Likhu river.
The District Court, Okhaldhunga, on May 10, 2004 ordered life imprisonment for Dhungel and confiscation of his property after establishing that it was a purely criminal case. Dhungel had appealed against the decision in the Appellate Court, Rajbiraj. The Court on June 5, 2006 gave him a clean chit. The case was later taken up in the apex court, which on January 3, 2010 upheld the district court’s verdict. However, Dhungel has been going scot-free.
The government on Tuesday decided to recommend Dhungel’s case for presidential pardon arguing that it was a “political” case related to the conflict era, which could be forgiven as per the Comprehensive Peace Accord.
