SECOND EMERGENCY CABINET SESSION DECIDES TO OPT FOR BUDGET THROUGH ORDINANCE

Kathmandu, 20 Nov.: A second cabinet session Friday night/Saturday morning decided to announce the delayed annual budget of the fiscal year 2010/11 through ordinance.
Prime Minister Madhav Kumar Nepal is meeting President Dr Ram Baran Yadav Saturday at 10 in the morning to ask him to bring the budget delayed by four months through ordinance.
Finance Minister Surendra Pandey will then make the document public at the meeting hall of the National Planning Commission inside the sprawling Sngha Durbar complex at four in the afternoon.
The president Friday night prorogued the budget session on the recommendation of the first emergency session of the cabinet.
Nepal leads a caretaker government after resigning 30 June.
Parliament hasn’t elected a successor.

Foreign donors have threatened vital aid could be cutoff without presentation of a budget.
Maoists Friday night snatched the budget proposal as the finance minister got up to present the budget in parliament.
He was encircled by Maoist legislators, including women, who mauled him and other ministerial colleagues.
This is not the first time, though, the budget is being presented through ordinance.
Inter and intra-party talks Friday failed to remove differences of
the budget and 17th round of vote for government chief.
Scheduled election for prime minister couldn’t be conduced Friday as well.
