MAOIST CENTRAL COMMITTEE MEET RESUMES MONDAY

Kathmandu, 26 Dec.: The central committee meeting of the UCPN (Maoist) that began Saturday will resume Monday after a two-day adjournment.
First Vice-chairman Mohan Baidya is expected to present a counter political proposal to a 10-point agenda of Chairman Prachanda for party unity, and concluding the peace and constitution drafting processes.
Differences have come out openly in the party leading the government and they have directly impacted the conclusion of the twin processes
The central committee met for the first time Saturday only briefly after four postponements with the establishment saying reparations were inadequate for the meeting of the central committee charged with task to chalk out intra-party differences.
The Baidya group has charged the establishment for unilaterally imposing and implementing major policies and programmes without consultation and approval of the party.
Differences first began with the establishment handover of keys of containers with insurgency-era Maoist weapons to a government committee.
Differences extended to a four-point agreement with a front of Madeshbadi parties pushing a terai agenda to form a coalition government.
The Baidya faction also charged a bilateral agreement with India was signed during the visit of PM Bhattarai to India without party approval.
There’s talk of a split in the biggest party which is also communist with dissidents demanding control of the party and government.

DPM GACHEDHAR TO HOLD BILATERAL SECURITY TALKS IN CHINA MONDAY
Kathmandu,26 Dec.: Deputy Prime Minister and Home Minister Bijay Kumar Gachdhar arrived in Beijing Sunday night for a five-day visit to lay anther groundwork for the postponed visit of Chinese Prime Minister Wen Jiabao that was to begin 20 December.
Gachedhar is accompanied by senior Nepal Army, Nepal Police, Armed Police Force, home and foreign ministry officials.

Gachedhar first arrived in December and held discussions with Wen ahead of the rare proposed visit.
Its cancellation raised speculation as opposition parties took a swipe at the government of Prime Minister Baburam Bhattarai
But Beijing came to the rescue of the Bhattarai government to save it embarrassment and diplomatically assured the visit was postponed because of the Chinese premier’s busy winding up of the year Chinese fiscal year.
The Bhattarai government was accused of inept diplomacy as Kathmandu attempts to force closer ties with China while balancing relations with another neghbour India.
Gachedhar is also in-charge of the defence ministry and will hold security talks with his official host Minister for Public Security Meng Jiamzhu
He will also hold talks with Defense Minister Liang Guanglie
Gachedhar is also meeting the Chinese premier before returning.
