MAOIST STANDING COMMITTEE SAYS NA PROPOSAL POSITIVE

Kathmandu, 19 Feb.: Maoist standing committee Saturday said Nepal Army (NA)a
proposal for integration of former Maoist combatants in state army was positive.
This was revealed by Spokesman Dinanath Sharma. following the meeting.
Sharma is also education minister.

Kathmandu, 19 Feb.: President Dr Ram Baran Yadav has extended best wished to all Nepali brothers and sisters at home and abroad on the occasion of the 62nd National Democracy Day, RSS reports.
In a message of best wishes today, the President recalled that the Day when the autocratic regime was abolished by the Nepali people is being observed as the National Day.
"May the Day inspire one and all for drafting the democratic constitution and thereby establish durable peace in the country through consensus by keeping intact the national integrity, sovereignty and national unity", said the President.
The nation has witnessed tremendous achievements in the sector of education, health, communication and the physical infrastructures after the abolition of the autocratic regime, said the President in the message.

MAOISTS OBSTRUCTING PEACE, STATUTE WRITING SAYS UML
CHAIRMAN KHANAL

Kathmandu, 19 Feb : Top CPN-UML leaders Saturday criticized the UCPN-Maoist and the government saying that they were obstructing the peace and constitution writing processes, The Rising Nepal reports.
Party chairman Jhalanath Khanal said in Khadichaur of Sindhupalchok that the Maoists should be fully responsible if the country could not get a new constitution by May 27.
He said that the tasks of peace and constitution writing could not be concluded without forming a national unity government.
He, however, said that the new unity government could not be formed under the leadership of the UCPN-Maoist.
"We will not accept the government of the Maoists as they had been signing and violating agreement after agreement," he said.
Khanal said that the present government was corrupt, inefficient and colossal.
Meanwhile, senior leader Madhav Kumar Nepal said in Lalitpur that the UCPN-Maoist was making a dillydally in its assigned tasks.
Speaking at the national meeting of the contractors’ association, Nepal said that the lack of promptness on the part of the UCPN-Maoist in army integration hindered the constitution writing.
In Syangja, senior leader KP Oli said that the country got where it was now because of the suspicious acts of the Maoists.
Addressing the second convention of the party in constituency 2 of the district, Oli, however, said that the country would get the new constitution by May 27.
Accusing the Maoists of not playing the role of the largest party in leading the peace and constitution writing processes, Oli said that the present government could not be transformed into a consensus

government.
"The Maoist leaders who entered Kathmandu with sandals on their feet built mansions in the capital and deceived the people," he said.
In Bardiya, general secretary Ishwor Pokharel said that the Maoists were not honest about writing and promulgating the new constitution.
He said that the new constitution could not be drafted until the Maoists concluded the peace process.
Stating that the Maoists looted the money given to their combatants, he urged the Maoist leaders not play such a role.

FURTHER DETAILS OF PRACHANDA STATEMENT





Kathmandu, 19 Feb.: Chairman of the UCPN-Maoist Pushpa Kamal Dahal ‘Prachanda’ Saturday reiterated that his party UCPN-Maoist was firm to conclude the ongoing peace process within a few days, The Rising Nepal reports.
Inaugurating the second council of the representatives of Human Rights Concern Centre Nepal here, Prachanda said that the task of army integration would get momentum within one or two weeks as preparations were underway for it.
"The ongoing peace process is likely to come to a tangible conclusion," chairman Prachanda said, and added that people’s vigilance was a must as various elements were active to create hurdles in the peace process.
He claimed that the peace process was getting momentum due to the promptness shown by his party. However, he said that the activities of the main opposition Nepali Congress and the CPN-UML were still suspicious.
"Some political parties and a few foreign forces are active to not let the peace process conclude. But, our party is firm to conclude the ongoing peace process at any cost facing any risk," he said.
No option would be provided to those who were claiming that constitution writing would be impossible without completing the peace process; he said and urged human rights activists to keep an eye on those who insisted on writing the constitution only after the completion of the peace process. He also threatened that his party would move the peace process ahead unilaterally.
Stating that no any force of the globe could stop peace and constitution writing processes, Prachanda made it clear that his party had already moved forward and there was no chance to backtrack from it.
Attorney General of the government of Nepal Mukti Pradhan said that human rights defenders should pay special attention to conclude the tasks of peace and constitution writing. Judiciary system could not be in favour of people in a real meaning unless it was restructured, Pradhan said.
He emphasized the need of making the judiciary system more responsible to the people in the upcoming new constitution.
Member of the National Human Rights
Commission Gauri Pradhan said that protection of the human rights could not be guaranteed without completion of the peace and constitution writing processes.
Pradhan said that Nepal would face more incidents of human rights violation if the political parties failed to institutionalize the achievements of the April Uprising.
