31 INJURED IN SURKHET BUS ACCIDENT Kathmandu, 28 April: At least 31 persons were injured when a bus fell 200 meters off a road Saturday morning in Surkhet, police said. The driver lost control when attempting to avoid a collision with a jeep in the far-West district. The bus was proceeding to Surkhet from the capital. Severely injured passengers are undergoing treatment at Kohalpur. nnnn BREAKDOWN OF FRESH FOREIGN ASSIST Kathmandu, 28 April: Nepal received foreign assistance of approximately Rs. 89.64 billion (about 1.8 billion US Dollars) in the Fiscal Year 2010/11, RSS reports. As per the Development Cooperation Report for Fiscal Year 2010-11 prepared by the Ministry of Finance, of the total foreign aid received during that period about 58 per cent was received from the multilateral donor agencies, 36 per cent from the OECD-DAC bilateral donors and six per cent from the bilateral South-South Cooperation partners. The Report names the World Bank (WB), the Asian Development Bank (ADB), the United Nations Programme, European Union (EU) and the Global Fund for HIV/AIDS, TB and Malaria Control as Nepal's five major donors. The WB provided 256.1 million US Dollars, the ADB 184.4 million US Dollars, the UN Programme 112.5 million US Dollars, the EU 42.4 million US Dollars and the Global Fund 19 million US Dollars to Nepal in that fiscal year. Similarly, among the five major countries providing bilateral assistance are the United Kingdom (92.1 million US Dollars), Japan (58.7 million US Dollars), India (50.7 million US Dollars), the United States (48.5 million US Dollars) and Norway (32.8 million US Dollars). The Report states that per head foreign assistance received by Nepal is approximately 40.6 US Dollars and this figure is very less compared to the per head foreign assistance figure of countries with comparable Human Development Index as Nepal. The 'per person' foreign assistance in Senegal is 84 US Dollars and 55 dollars in Uganda and 67 dollars in Tanzania. Four sectors have received foreign assistance of more than one billion US Dollars in the Fiscal Year 2010-11, according to the Report. These sectors are education (202.8 million US Dollars), local development (135.1 million), health (129.6 million) and road transport (111 million) in that fiscal year. nnnn STRUGGLE NOW IS BETWEEN TRADITIONALISTS AND FORCES OF CHANGE SAYS MADESH MINISTER Kathmandu, 28 April:: Information and Communications Minister Raj Kishor Yadav has said the ongoing political battle is between forces that clamour for change and those wanting to maintain the status quo, RSS reports from Nepalgunj. . Speaking in a news conference organised by the Awadhi Journalists' Association Central Committee here today, Minister Yadav said the attempts of the Nepali Congress to bring a no-confidence motion against the government by abandoning the main agenda of peace and constitution writing was merely an 'uncivilized political attempt'. He stressed that the peace and constitution, instead of and breaking of governments, were the main and common issues for all the political parties in the present context. The Minister for Information and Communications, who is also the Acting President of the Madhesi Janadhikar Forum (Republican), reiterated that the new constitution would be inclusive. He said the people will get the new constitution as a gift if the political parties forge agreement on state restructuring and forms of governance. He said anyone going against building a federal state would be considered to be anti-change, stressing that federal governance system instead of the unitary system would deepen the bonds of friendship and amity among the people which would consolidate nationality. He also made it clear that a divided Madhes in course of carrying out state restructuring would not be acceptable to his party, adding that there was ground for agreeing to the ten-state model of state restructuring recently proposed by the UCPN (Maoist). Advisor of the Association, Panna Lal Gupta, felicitated the Information Minister and the Agriculture Minister on behalf the association. nnnn
