DETAILS OF MADHAV KUMAR NEPAL THREAT AGAINST FORMER KING

Kathmandu, 14 April: Madhav Kumar Nepal threatened in Dhading Saturday former King Gyanendra will be arrested and jailed if he’ conspired against loktantra’.
The threat comes at a time when the ousted monarch in a New Year 2069
message called for a ’democratic constitution’ being worked out by present rulers.
Maoist Prachanda, NC President Sushil Koirala and UML Chairman Jhalanath Khanal have been described as Neal’s ‘three new kings’ by Maoist Secretary CP Gajurel.
Nepal has been making almost daily critical comments but mostly against
Maoists’ but Saturday he had some comments to make abut Gyanendra.
The UML leader also warned the withdrawal of a military contingent for the security of the former king was ‘normal’ and added a replacement police security contingent would be withdrawn.
To recall, Nepal headed an extreme communist party that opposed a partyless panchayat system and hacked off heads more than one dozen of so-called ‘feudals’ during his anti government movement.in Jhapa bordering the Indian state of West Bengal.
Nepal asked the ousted king not to ‘conspire against loktantra’.
Nepal’s statement is a reflection Nepal’s new rulers won’t tolerate any ‘democratic’opposition to a republic—not that the former king has opposed a such a system living as a peaceful citizen.

MADHAV KUMAR NEPAL SPEAK

Kathmandu, 14 April: CPN-UML senior leader Madhav Kumar Nepal has said the latest progress on the peace process has created trustworthy environment for the promulgation of new constitution. RSS reports from Lalitpur.

Inaugurating the 8th general convention of Nepal Intellectuals' Council, Lalitpur chapter here on Saturday, leader Nepal said the making of new constitution would come true as the army integration, which had remained as an obstacle to constitution-framing, has come to rallying point.

The political parties are holding parleys to explore a meeting point on the contentious issues of the constitution making, he said, claiming that it would get settled within a couple of days.

In another note, former Prime Minister Nepal said the system electing Prime Minister directly through people's vote would be the best form of governance in Nepal.

AGREEMENT OF INTEGRATION OF MAOIST FIGHTERS
Kathmandu, 14 April: The Army Integration Special Committee (AISC) has nailed down contentions seen in the army integration process, creating conducive environment for concluding the process within the slated time frame, Reportersnepal.com reports.
The AISC meeting on Saturday, participated by senior leaders of major political forces, endorsed the seven point agreement that culminated all the inter-party differences on rank harmonization, selection committee, training period and the formation of proposed directorate under Nepal Army to integrate the ex-combatants.
As per the understanding, rank harmonization will carried out on the basis of seven point understanding and it will finalized after the actual number of combatants opting for integration is determined informed Finance Minister and AISC member Barsha Man Pun.
Along with that the meeting has “agreed to form the General Directorate on the basis of seven point understanding. The understandings will be endorsed by Sunday’s cabinet meeting,” said Pun.
The AISC has agreed to provision 9 months basic training for ex-Maoist fighters who are selected for officer level posts and 7-months basic training for those vying for general posts.
Upon successful completion of basic training courses, each of them will be entitled to 3-months bridge course as per their rank. According the NA regulations, an officer cadet has to complete 20-months and a soldier has to complete 9-months training course.
Though Nepali Congress and CPN UML had earlier maintained that the Maoist combatants should also be completing the same training course, in today’s meeting they had given in to the demands of the Maoists, who had pressed for curtailing the training period.
On the issue of rank harmonization, the meeting has agreed to determine ranks of the combatants on the basis of NA standards and the seven point agreement.
It has been agreed that the General Directorate will have Forest and Environment Security Directorate (FESD), Industrial Security Directorate (ISD), Disaster Management Directorate (DMD) and National Development Directorate (NDD) under it.
Of the total posts of General Directorate, FESD and NDD will comprise of 30 percent posts, and ISD and DMD will comprise of 20 percent posts. Minister Pun informed that final structure of the General Directorate and leadership will be decided after concluding the selection process.
The meeting has agreed to form two selection committees: one for the officer level and another for general entries. As per the understanding, the selection committee for the officer level ranks will be headed by the Chairman of Public Service Commission or by his/her representative, Special level officer of the NA service, special-level officer from the Defense Ministry, minimum three specialist on the issue selected by Chief of Army Staff will be its member and a first class officer of NA will be the committee’s Secretary member.
Another committee will be headed by second class officer of the NA Service, and will comprise of two specialists from the NA and an officer level representative from the PSC as its member, a third-class officer of the NA service as its member-secretary.
Along with that it has been agreed that the AISC will provide necessary directives to both selection committees.
UML leader and AISC member Bhim Rawal said that the latest seven point agreement had resolved all contentions seen in the army integration process and expressed confidence that it will further the process. He informed that parties had also agreed to induct PLA combatants who normally-injured and those involved in human rights violation.
Wednesday’s AISC meeting had formed a four member task force to garner consensus on outstanding issues surrounding the process. The task force comprising of Pun, Rawal, Minendra Rijal from NC and Jeetendra Dev from the Morcha, had tabled the proposal after two days of homework in Saturday’s meet.
