UML CHAIRMAN KHANAL’S NEW DELHI VSIT NOTFOR TREATMENT ALONE
Kathmandu, 24 March: After Chairman Jhala Nath Khanal's India-sojourn stirred a controversy, his party CPN (UML) immediately issued a press note on Friday. Secretary Yubaraj Gyawali requested the media not to interpret the visit "politically or in any other way because it is completely a medical sojourn". But the party was not bothered until a few hours before Khanal left for India to give the public reasons for the visit. Here is a look at what circumstances “compelled” Khanal to flout the party whip barring foreign visits before May 27, Mahesh Acharya writes in The Kathmandu Post from New Delhi.
Problem with prostate
If Khanal's close aides are to be believed, he has had problems in prostate for some time. Though his medical examination was going on in Nepal, plans to visit New Delhi for further medication hadn't realised due to Khanal's busy schedules.
"He should have visited Delhi one and a half months before. Was he not here, he could face serious problems including urine blockage," said KIST Medical College Director Mahendra Bahadur Karki, who is accompanying Khanal. Just a few hours after Khanal landed on Delhi airport on Thursday, he went to Apollo hospitals where a series of tests were done. The doctors set Monday morning for an operation, for which Khanal has to be admitted on Sunday evening. It would be a laser surgery.
"Though this service is available in Kathmandu, it does not match the quality available in Delhi," Karki claimed.
Dr Anshuman Aggarwal, the Indian doctor who attended Khanal, confirmed the operation plan, adding quickly, however, that Khanal is "absolutely healthy". Unlike the UML statement, Aggarwal did not say Khanal had 'stone' in kidney. "The results of kidney test are yet to come," he added.
Chief guest at convocation
After visiting the doctor again on Friday morning, Khanal flew to Rajasthan to attend the first convocation programme of the privately owned Jodhpur National University. During the "purely medical” visit, Khanal spent three days in Jodhpur to attend the convocation as its chief guest. He is scheduled to address the graduates on Saturday. However, his aides did not tell the truth until the last minute. Khanal's personal secretary, who used to be with him round the clock, went on to claim that he was ignorant of the Jodhpur visit. Khanal could not be contacted despite attempts.
Meanwhile, Khanal's connection with the university and the basis on which he was invited are yet unclear. The university did not respond when contacted over the matter.
In its website, the university has mentioned that legendary Indian singer Asha Bhonsle will be conferred the Doctor of Literature on the occasion. The website also carries a message from Khanal that says he considers it a great honour to be present at the auspicious occasion (convocation). Khanal is returning to Delhi on Sunday.
Another CA member in India against party whip
In an apparent violation of the party whip, the controversial UML Constituent Assembly member Lharkyal Lama is in India too. Lama, who reached Delhi one day before Khanal, said he was due to mourn the death of his teacher in Bangalore.
"I don't have any connection with the chairman's visit. I was in Delhi to buy some important books before leaving for Bangalore," claimed Lama, who was at the airport on Thursday to receive Khanal.
Businessman and advocate accompany Khanal
Khanal is accompanied by an advocate and a businessman, among others. KIST Medical College Director Mahendra Bahadur Karki and former Attorney General Yubaraj Sangraula are with Khanal besides his wife, son and personal secretary. Most UML leaders in Delhi have expressed dissatisfaction as "they were kept in dark about Khanal's visit".

Kathmandu, 24 March: The Disputes Resolution Sub-committee coordinator and UCPN- Maoist chairman Pushpa Kamal Dahal Prachanda Friday said the report of the State Restructuring Commission (SRC) would be sent to the Constituent Assembly(CA) for discussion on the basis of political
Consensus, The Rising Nepal reports.

CC chairman Nilambar Acharya suggested that the top leaders should to take initiatives to build the consensus on the disputed issues of constitution.
The committee decided to give more days to its sub-committee to settle the contentious issues.
The next meeting of CC is scheduled on Thursday morning.
Earlier, this morning, the meeting of Sub-committee agreed to speed up the peace process and sort out differences of the statute at the earliest.
It also decided to give momentum to the political consultations.
The CC secretariat informed that the meeting decided to carry out political discussions to garner consensus on the disputed issues of constitution and the peace process.
"The leaders agreed to take additional days to settle the issues as the statute writing task is moving toward positive direction," read the statement.
At the meeting, Prime Minister Dr. Babu Ram Bhattarai and sub-committee coordinator Prachanda requested other parties to take forward the constitution drafting process as the peace process was moving ahead.
However, Nepali Congress and CPN-UML leaders insisted that constitution making process could not move ahead until the army integration process was completed.
CA chair Subas Nembang urged the leaders to come up with consensus on the

disputed issues of constitution as the deadline of the promulgation of the constitution was coming closer.
Talking to the media persons, Maoist leader Dev Gurung said the meeting ended without taking any decision due to stances of the NC and UML.
NC leader Ramesh Lekhak said that the meeting dwelt on the recent decision of the AISC.
UML leader Surendra Pandey said that the opposition parties were for concluding the peace process before the solution to the disputed contents of the constitution.
