BIG THREE REJECT GOVT. DRAFT OF PROPOSED TRUTH AND RECONCILIATION COMMISSION

Kathmandu, 8 April: A meeting of the Big Three was inconclusive Sunday after UCPN Maoist, (NC) and rejected a government draft of a proposed truth and reconciliation commission to take rights violations during a 10-year Maoist insurgency.
All the three parties rejected the government draft as parties said it didn’t it didn’t reflect a three-party consensus to launch the South African-style commission.
The commission and papers governing its modus operandi will be referred to experts/
Victims have been demanding representation in the commission
and NC and UML have been pressing for punishment of serious rights violation during the conflict.
Western governments and UN have also been pressing government to book rights violators as government has amnestied many
The parties were also scheduled to discuss formation of a commission for disappeared.
The parties are attempting to conclude peace and constitution by 27 May.
Prime Minister Baburam Bhattarai, Maoist Chairman Prachanda, NC leader Sher Bahadur Deuba, Ram Chandra Poudel and UML Chairman Jhalanath Khanal attended Sunday’s talks.

MADESH LEADER HOPEFUL OF
FEDERAL CONSTITUTION
Kathmandu, 8 April: Co-chairman of Sadbhawana Party, Laxman Lal Karna expressed his confident that the new democratic constitution with federalism will be promulgated within May 27, RSS reports from Birgunj.
Inaugurating the annual general assembly of Chitragupta Committee, Parsa here on Sunday, Karna said that the democratic constitution with federalism will be promulgated within May 27 as consensus has been forged among the three main political parties on the major agendas of the peace process.
He further said parties have reached close to settling the disputed issues including electoral system, form of governance, judicial system, citizenship and added that the first draft of the constitution would probably come within April 19.
Co-chairman Karna also stated that the UCPN-Maoist of late has adopted flexibility on the remaining issues in the peace process and constitution writing.
As a result, the army integration and management work have moved ahead, he added.

MAOIST MINISTER HOPEFUL OF PEACE, CONSTITUTION BY 27 MAY
Kathmandu, 8 April: Local Development Minister Top Bahadur Rayamajhi said economic progress would not take place until political change was
Institutionalized, RSS reports.
At an interaction programme organized by Bardiya-Kathmandu Republican Liaison Committee, Minister Rayamajhi further said development will speed up after the conclusion of peace and constitution-drafting processes.
'There is no guarantee that all the issues will get settled in the existing context until the change in state power. Therefore, our efforts should be directed towards institutionalizing the agendas put forward by People's War and People's Movement'.
Nepal would enter into a new era after May 27, he noted.
Likewise, Minister for Tourism and Civil Aviation Lokendra Bista Magar said that all sides should stress the need to remove political stalemate as politics governs all other sectors.
Vice Chairperson of National Planning Commission (NPC) Deependra Bahadur Chhetri underlined the need to move ahead by identifying potential development area.
Also speaking on the occasion were Minister of State for Commerce and Supply Bishnu Prasad Chaudhary, CA members Ram Charan Chaudhary, Sarala Regmi and Chiranjibi Tharu.
A documentary based on Tharu culture in Bardiya was also screened on the occasion.
